我提出一個補充建議，雖然我們在南島的友邦國家海域涵蓋大，但是他們對海洋的研究水準是不夠深的，因為他們沒有海研所，沒有大學研究所的水準；第二個，他們也沒有海洋船（研究船），所以我建議國家不管是基隆的海洋大學、臺大海研所，還有中山大學、成大在高雄做海洋研究的，他們都有專業的研究，所以將來有些科目在這個部分可以強化一下。 |

報告委員，其實我也是在因應這個問題，讓總合外交不只是政策方向，它也是一個組織、功能的調整，所以在縱跟橫的整個協作上，像以前外館的運作比較是跟各部會回報，而我們現在則是橫向的落實館長制；在我們臺灣政府方面，因為總統主導國家安全大政方針，然後還有國安會，那是比較屬於戰略規劃或是危機處理或是其他，但是事實上的業務推動是在行政院，所以我們就成立了一個行政院經濟外交工作小組，有十個部會參與。 |
