王委員世堅：莊部長辛苦了。我看了這份報告才發現財政部居然自認為是經濟部的小弟就對了！今天討論這麼重大的關稅議題，經濟部只派了一位產業發展署副署長來，這還不打緊，問題是完全不對稱啊！你是部長，他派個副署長來不打緊，你看這一份報告，你們財政部這一份以你部長具名的報告裡，全部在幫經濟部講話！曾幾何時財政部對關稅的討論竟然要當經濟部的小弟，被他喊來喊去？我現在正式提案，包括我在內，今天總共有七位委員這兩年多來針對關稅提案。我的提案最澈底，我認為進口車關稅就是降到零，所以你們的第一筆就完全針對我。 |

你們財政部這份正式的報告就三頁，等於有一整頁通通在談我的事情，說我提議關稅降到零的嚴重性。我先從你們的老大哥──經濟部講起。他說汽車關稅若驟降，甚至像我提議的降到零，會讓國產車製造的廠商撤離。先前第一次來報告的時候，經濟部說會影響十幾萬人，經過我的糾正以後今天數字降了，降到八萬多人，這是我講的實際數字。但是部長，我上次就講了，其實影響到的……我們國內的汽車製造業者要分成兩大部分，一個部分是整車的業者，那個部分才一萬一千人，最重要的是我們的零組件，零組件的從業人員有八萬多人，我們的零組件超強的耶！我們光算出口到美國的就好，臺灣製造的產品裡面，出口的第十大就是汽車零組件，我們汽車零組件每一年的產值是多少？我們汽車零組件出口一年高達1,329億，完全不會受進口車關稅降到零的任何影響，甚至我們會更強，不是嗎？所以經濟部那個講法完全是胡說八道！我不怪經濟部那種講法啦，因為經濟部本來就是比較天馬行空，但是你財政部不一樣，財政部是很務實的，對於每一毛錢、稅金，你們都要去算，不是這樣嗎？你給我們的數字都是最翔實且最確切的，而經濟部就是要想政策、想一些發展，本來他就會比較活潑式的、幻想式的，這個我不怪他，但是他不對的部分，你要糾正他，不是這樣嗎？你怎麼可以把他錯誤的部分、我上次質詢都已經糾正過他的，結果你又把那個錯誤數字灌到這次的報告裡面，要把進口車關稅降到零，你說萬萬不可，因為恐有國產車廠相繼撤離之虞，影響約847億元產值及8.26萬相關從業人員生計。我就說這個數字是錯的，8.26萬是我上次糾正過他，他導正的，他本來是說十幾萬，現在說8.26萬，但是我要跟你說，這些8.26萬位零組件的從業人員，他們工作很勤奮，他們的工作完全不受影響！影響的是像裕隆那種，我們保護他七十幾年，這個阿斗，都保護他七十幾年了，我們還要保護這個阿斗保護多久？他也不思本業的發展，他也跑去做租賃，有牌的地下錢莊最大的就是他，我們還要再保護他什麼？ |

你又說，這一點是財政部自己的理由，這個我接受，你說這個關稅三百多億。但是才三百多億，你在報告裡面把它寫成這個不得了，這個稅金是四百多億。你這個報告裡面的數字是，淨稅損約523億至601億元，336億的關稅你們膨脹到五百多億，原因是什麼？因為你把進口車的貨物稅也算進去。進口車的部分，我的或其他委員寶貴的提案統統一樣，只是說降關稅，進口車一樣要收貨物稅啊！他現在進口的量有多少要付貨物稅，以後照收，以後降了關稅，進口的量大增，進口增加多少量，我們照收那些貨物稅，所以沒有貨物稅的問題，我們談的是關稅。 |

所以我再一次強調，進口車關稅降到零，這是還全國所有車輛消費者一個公道，讓大家能夠跟全世界各國的人一樣享用價廉物美的國外車輛，大家一起來評比嘛！對不對？至於會不會影響到國內汽車產業？我就是跟你說明，90%不受影響，因為我們90%是零組件，我們的零組件從車燈、離合器、變速箱、氣囊，這些都是世界各國，尤其是先進國家都熱切希望從我們臺灣出口、進口到他們國家去，所以這個部分的產業並不受影響。部長，我希望你要鼓起勇氣，大聲的跟經濟部說：你講的這些，你要我財政部代你發言的這些，裡面有很多是謬誤的。你要大聲的跟他這樣講，然後針對財稅的，你來跟我們所有的提案委員說「你要降關稅，這個是影響多少，這個我們來討論」，但是不要把整個產業，說他們會從我們國內消失、會撤離、會影響多少從業人員，這個是經濟部一個錯誤、虛幻的想法，這個部分大家要釐清楚，好不好？部長，你的看法呢？ |

莊部長翠雲：謝謝委員的指教，在這裡面有特別提到，經濟部和財政部基本上都是行政團隊的一員，我們各有職掌，在海關部分的關稅當然有海關進口稅則的規定，他怎麼規定……但是關稅裡面，除了稅收之外，還有很重要的一個，就是國內產業相關的影響，國內產業相關影響方面，目前它的主管機關就是經濟部，至於他的數字等部分，今天經濟部代表也在現場，他也都會聽到委員的指教。 |
