羅副董事長文嘉：王委員，特別跟你報告，過去一年半、十八個月來，剛才廖委員也有質詢過我們究竟接獲通報多少失蹤案件？一共是225件。這225件中，有40%即91件到現在為止還是處於失聯的狀況；有60%、134件我們已經追蹤，有些已經回到臺灣，有些仍被拘禁中，這是數字方面。不過各個案件的狀況都不一樣，所以我特別跟委員講一個案件。 |

以今年這三個月來說，宗教案件、即因宗教信仰被拘留的，在這兩年19個案件中占了9件，所以危不危險？很危險！三個月激增了50%。我為什麼講宗教案件？因為宗教案件中包含委員剛剛講的，長期在中國經營事業的商人已經被抓很久了，去旅行的也被抓，去做文化交流的也被抓，這種狀況很多！有的甚至不在這19個案件中，家屬也沒有陳情，可是我們有得到資料，甚至連長期在那邊教書的也被抓。所以我要特別跟委員報告，在那邊經商很困難，風險非常高，所以宗教案件……雖然陸委會說赴陸是橘色警示，但就海基會的立場及我個人來看，根本就是紅色警戒！ |

王委員美惠：謝謝。本席要跟副董事長及主委討論的是，報告寫得很漂亮，寫得很怎樣怎樣，但我要的是結果！不管是四百多個還是兩百多個被關，家屬都很擔心，結果你們說他去大陸騙錢，做詐騙集團，這樣不好。就算不好，但家屬仍舊會擔心人會不會就這樣不見了！於情於理，我們都應該找一下，看看人到底在哪裡，畢竟家屬什麼都不知道！即便你們真的不知道，但可以拜託當地的臺商幫忙，有很多管道可以找人。問題是到現在你們只回復：因為我們跟他們不通！即便如此，方法還是很多，像董事長你剛才…… |

羅副董事長文嘉：是，王委員，你剛剛說不通我們有方法，有很多方法，包括剛才你所說的臺商協會、旅行業者或是其他的管道，其實每一個個案，我們只要接到家屬通報、陳情，非常能夠了解到當事人家屬的心急，為什麼？其實按照1999年兩岸兩會共同打擊犯罪及司法互助協議，對岸應該要立即通報，這要立即通報。立即通報後我們當然就可以去跟家屬說你的小孩、你的家人怎麼樣，但是從2024年來，他是選擇性通報。所以你剛才提到的案子，他不通報，不通報家屬就會緊張，所以第一個根本解決之道是請對岸按照兩岸已經簽字的共打協議、司法互助協議第十二條規定，該通報就通報，通報後家屬就不會緊張。第二個，除了通報之外…… |
