楊委員瓊瓔：部長好。我們首先來討論南海的問題，我相信南海的問題不是只有單純的海洋爭議，它更是國際輿論戰，也是法律戰，更是認知作戰，所以我們看到這幾年來菲律賓、越南，甚至其他南海的聲索國，透過國際媒體或者是國際法的論壇，或者是聯合國的機制、他們的外交白皮書、國際智庫以及社群媒體的方式，不斷向世界各國宣揚他們的主權主張，尤其今年是第10年。其他各國如此努力在做，甚至美、日、菲、加、澳以及歐洲等14個國家發表聯合聲明，重申這個裁決是具有法律約束力。 |

南海仲裁案將太平島降格為礁，嚴重影響到我們的主權，嚴重影響到我們的經濟海域從兩百多浬的經濟量體可以說是縮到礁的12浬範圍。在這樣嚴重的情況之下，當時事情發生的時候，蔡政府立即宣示，南海諸島是屬於中華民國的領土，我們政府也絕對會堅定守護我們自己的主權，捍衛國家領土以及相關海域的權利，絕對不接受仲裁結果，因為沒有邀請我們參與。在這樣的情況之下，當時的政府很大聲說出：我不接受！ |
