顏委員寬恒：好，我們現在來討論婚育宅這部分。上次在質詢的時候有提到婚育宅青安貸款3.0，我看到你們在這邊有說明新青安的疑慮，針對意圖利用新婚資格拉高貸款額度的投機者，你們會嚴加的審查，倘經查獲假結婚詐貸，詐取的這些貸款會失效。我想要提出的問題，你們如何進行審查？就是什麼樣的行為會被認定是假結婚，你們要如何去發現，如果發現了貸款契約會失效，有沒有另外的懲罰機制？還是只有貸款失效？這部分財政部交代的不是很明確。我先前有提到你們認定的新婚期間兩年內，如果他離婚了，他確實有結婚，但是他這兩年內離婚或者任何一方發生事故如喪偶，貸款額度要如何計算？可不可以趁這個機會，部長說明一下。 |

莊部長翠雲：第一個，如果他之後發生離婚的話，我們講的是當時在新婚兩年內買到1,200萬，他房子貸款的擔保價值也能夠貸到1,200萬，這個案子才會成立，成立以後假設他在6年裡面，就是政府協助這個貸款補助的6年裡面，很遺憾地發生離婚的話，也就從離婚以後，我們對於他200萬的利息補貼大概就停止了；至於喪偶，我們真的也不希望發生這樣的事情，如果真的很不幸的發生這種意外喪偶等等的情況下，我相信我們也要從人道的部分來思考這樣的事情，我覺得我們現在先不要去說萬一喪偶了怎麼樣，這種情況會讓人很難過，我們只是希望大家祝福他，然後政府給予一些協助，如果很遺憾發生婚姻有變化的話，而且他當時又因為這樣的條件核給比較多的額度，我們也從那個之後停止給予一些利息協助，我想不要去……會令人很難過。 |

顏委員寬恒：好。部長，我再強調，因為就銀行的授信審核標準來看，如果你把它定在這個天花板，就年所得200萬以下，然後去貸1,500萬的房貸，以婚育宅為例，如果沒有其他的擔保，年收入不到200萬幾乎無法通過核貸，如果在臺北市就更不用講，縱使你要購買3,500萬元的物件，200萬以內的年收入根本不可能通過銀行收支比還有還款能力評估，所以這個就是我們在政策規劃上的內在矛盾嘛，行政院一方面把貸款拉高、一方面要設下年所得200萬的天花板，嚴格的授信風控之下，到底吃不吃得到？看得到，吃不吃得到啦！實務上，你們在制定這個政策之前有沒有依實務去計算這個核貸機率跟影響評估。時間有限，我再請教一下，青安3.0對白手起家的青年來說，即便他努力地加班提升收入，按時繳納高額所得稅，但是因為他的年收入超過200萬天花板，所以被排除在外，縱使他的收入剛好在200萬以下即一百九十萬左右，在沒有父母資產做後盾的情況之下，要湊齊前面的兩成到三成自備款也非常困難。假設今天自備款籌到了，在目前銀行的嚴格風控之下，有辦法貸到這些金額嗎？部長，你有深入了解、計算過嗎？ |

我還是要講，這個政策的目的就是協助沒有自有住宅的民眾來購買房屋自住使用。我想民眾在買房子的時候，也會評估自己的財力、可能貸款的額度，以及所需要的區位，這都必須要相互搭配的。然後銀行在核貸的時候，也會看他們的收入情形，幫忙計算他們這樣的貸款額度的每個月利息以及本息開始繳的時候會怎麼樣，所以政府只是在這個部分來做一些利息補貼。同時，5年的寬限期期間繳利息，本金先不做攤還，如果有餘款的話，事實上是可以提前還款，減輕寬限期屆滿以後可以降低本利攤還的金額，我想這些部分都必須搭配。而且貸款人自己在申貸的時候，也要評估自己的財力去買哪個區位的房子。 |
