陳委員超明：還有一個，儲能的方式，到底要多大才能讓這些工廠使用？在儲能方面，現在電池最重要，但電池很怕會燃燒起來，所以要考量到你花了那麼多錢，不是天天在用，只是緊急應變用的，它的投資划不划算，大家都是將本求利的，只有台積電有辦法，高利潤、毛利能到80%的企業才有辦法。好好考量一下，我不反對你們做，但這幾個重點要納入考量。 |

陳委員超明：所以自用、自備發電，你現在要提出一個標準條件，讓這些能源大戶有可以遵循的方向，不然萬一投資錯了，這不是小錢，一個儲能設備都要好幾億欸！請特別注意這一點。 |

再來，我一直很生氣AI資料中心的納管，經濟部在7月1號預告修正能源開發及使用評估準則，所有5 MW以上的資料中心要嚴格審查，以前我請教台電董事長，他就說，桃園以北因為電網的瓶頸，所以要設立5 MW以上的資料中心是非常困難的；那在2024年9月台電的供電會議決議，桃園以北暫緩供電，這樣一路下來，但是部長到桃園的時候說，這個沒有問題，5 MW以上沒有問題，其實你7月1號才修正了能源開發及使用評估準則，大家都很緊張。到底在桃園以北有沒有問題？你的電網已經建立完成了，變電站那一些設施有沒有完成？你到底有沒有承諾他們？現在大家一窩蜂通通都跑到桃園去了。 |

陳委員超明：我們有通霄火力發電廠，我們在旁邊，很近，而且我們是丘陵地，你有沒有看到美國跟伊朗在打仗，他們先打杜拜的Google、NVIDIA的設計中心？設在臺北那邊很容易被打，設在苗栗最安全，說水有水，有好幾座水庫，包括天花湖水庫。我再講一次，你要平均的分配到我這邊，打的時候，丘陵地也比較安全一點，土地也非常廣闊，通霄火力發電廠也夠，你也幫我們推薦一下，叫他們來苗栗投資，我們成立AI算力特區、那個土地給他們，這是我們鍾東錦縣長一直拜託說，這個部長不錯，能不能拜託他？把要設AI中心的那一些，不要在北部，那樣的用電量會影響到民生用電，大家會非常緊張，像現在美國加州有一個大的AI中心被當地的州長取消了。所以能不能幫忙推我們苗栗一把？ |
