王委員義川：感覺起來，我們做些事情有時候要經費，可是看起來外交部好像都在一些社群媒體上……相對這些國家利害關係媒體上，我們過去有沒有編預算？在他們各國內部只要有狀況的時候，裡面新聞也會帶一句中華民國的立場？這件事情我們有沒有在做？ |

林部長佳龍：有做，但做得說實在像委員講的，比較少，因為阮囊羞澀啦！但是我們透過社群媒體或透過邀訪記者，也是儘量在做，只是有一些真的我們打不太進去。除了邦交關係以外，其實媒宣是很重要的，所以我們一點一滴……我們現在內容人家會幫我們推播，但要有產品。你看最近中國他們把人家弄成猴子，這個就變成新聞，這個也是媒宣，這個也要製作費啊！但引起反彈啊，因為這種歧視不好。 |

林部長佳龍：我想我們會跟海委會相關的……其實也有啦，不過委員的建議……最近這個時機應該很適合，讓我們的政府或是專家學者，還有各界的意見能夠呈現，我們來籌辦一下好了。 |

王委員義川：這個就是我講的比較主動。因為現在看起來就是有狀況，包括我們外館也很努力在溝通我們的立場，然後我們透過各式各樣的社群、各種語言的社群表達我們的立場，這看起來比較被動。那如果可以比較主動，又不要去激怒相關的其他國家，然後透過研討會也許是一個方式啦，各利害關係國家的學者專家大家一起來討論國際法或者海洋法相關的事情，也許是一個好的方法。部長，研究看看今年年底之前有沒有辦法辦這個活動。 |

王委員義川：好。中國他們現在對你們報告裡頭談的三件事情：官方敘事、灰色地帶行動、軍事化部署這三件事情……那中華民國呢？有沒有官方敘事、灰色地帶行動、軍事化部署？灰色地帶行動我們可能不會做啦。那軍事化部署跟官方敘事，我們知道中國這樣做，那相對地在這些事情上面我們的做法是什麼？ |

林部長佳龍：我們不管任何事件，或是說比較整體的立場，我們都有很密切地在做所謂敘事跟做對外的戰略溝通。這次南海仲裁10週年，包括國安會、陸委會、海委會及國防部，其實我們都有超前部署，這樣到時候才不會陷入被動或慌亂，所以大家講法一致，這個就是所謂敘事。另外當然在軍事上，我們臺灣現在很清楚，我們對中共的混合戰，除了軍事方面之外，這一些灰色地帶的操弄，事實上我們是每天都在處理。因為訪賓很多，我們也有出國去，參與很多重要會議，所以這可以說是24小時不分晝夜都在進行國際宣傳戰，這有些是戰略溝通，因為要跟利害關係人一起來應處嘛，所以確實一億多的預算很重要。我們也知道委員您對民主基金會也保留，現在保留不是說有或沒有啦，朝野協商的時候一併…… |
