其實中國對於國際宣傳的手法，一向以來都是大手筆的，我們來看中國每一年花費多少錢在大外宣，根據國際媒體及研究機構分析，中國每年投入全球對外宣傳的經費高達70到100億美元，折合新臺幣大概2,240億到3,200億之間，中國官媒會製作多語言影音陸陸續續在美國、歐洲或亞太地區二十幾個主流媒體購買廣告版面，我們看到光是中國官媒中國日報在2016年到2020年間，向美國特定媒體支付的廣告和印刷費用就高達1,900萬美元，更何況還有歐洲、亞太地區，當然它就是要試圖提升中國在國際社會的話語權。 |

林部長佳龍：謝謝委員的關心和支持，因為其實外交是沒有煙硝的戰爭，而且是24小時，全世界都面對到中國的擴張，尤其他在外交領域上的影響力越來越大，相對來講，我們國際媒宣的占比或數量都是很少的，所以我們希望能夠全數保留，在政黨協商的時候，因為我也感謝我們外交及國防委員會已經很支持，小刪了一些、大部分都送到朝野協商和院會。我們真的不能變成啞巴，在國際上我們要有自己的聲音，這是涉及到中華民國臺灣全體的利益，對外，大家如果能夠支持外交部，我們一定不會介入任何黨派的宣傳，對國內來講，大家會關心這些媒宣是不是有什麼黨派的立場，在外交上面，我們都是秉持像跟委員會報告的內容一樣，是站在中華民國臺灣整體的利益。這個部分我們希望在朝野協商的時候不要被統刪，能夠保留下來，我們也會善用有限的媒宣費。 |

羅委員美玲：中國長年將國際宣傳列為國家戰略很重要的一部分，北約也是一樣，它已經將戰略傳播正式納入到國家安全架構裡面，歐美國家也是逐漸將戰略傳播視為外交戰略很重要的組成。我之前看過一份劍橋大學的研究報告，其中提到臺灣最大的挑戰並不是我們沒有民主、我們沒有人權或是科技方面的軟實力，這些我們都擁有，可是因為我們的國際處境本來就很困難，再加上傳播不足，就是我們剛才所提到的傳播不足，媒宣費還要被大幅地刪減，所以這個部分我們到底要如何來發聲？我很希望在野黨委員能夠理解臺灣的處境真的是很不容易，不是所謂的大內宣，像大外宣這個部分，我們也做不到，中國的媒宣費一年高達這麼高的金額，我們沒有辦法跟人家比，還要被刪除預算，就像部長剛才所講的，其實這個預算真的是很少。 |

林部長佳龍：我再跟委員報告，其實對中共的了解，他一方面當然是槍桿子裡出政權，可是他更有名的一句話是謊話說100遍就會變成真的，所以他現在在國際的法律戰都是用宣傳作為基礎，法律是以武力為後盾，他不斷的法律戰其實是在鋪陳武力，包括對臺灣的侵略或對於周邊海洋島礁的爭奪。我們如果能夠發聲，就會讓對方沒有辦法用這些宣傳戰作基礎去行使武力的脅迫，所以這個其實是彼此相關的，中國一切對外的資源都拿來做外交，包括一帶一路，他在國際上是以大國的這種地位在脅迫，所以可以看到很多的聲明不斷被扭曲，尤其在全球南方，像2758號聯合國決議，我們如果不發聲的話，會變成坐實一個中國原則，而當臺灣是中華人民共和國的一部分，有一些全球南方國家又支持中國不擇手段統一臺灣，包括武力。所以最近可以看到在中國周邊的國家，其實很多國家都不是自願的，但是被迫要發表一些共同聲明，這個就是宣傳戰、這個就是以法律為基礎在進行武力侵略的準備，我也想讓我們的國人能夠了解為什麼這一億多的預算這麼重要，事實上相對於國家的總預算或是整體的外交預算，都是比較有限的。 |

林部長佳龍：我跟委員也回應一下，其實中共的三戰是法律戰、輿論戰和心理戰的混合戰，還不只是軍事威脅，單單這些部分他投入的資源其實是在建構認知作戰，這個戰場已經變成所謂的cyberspace，是一個在於網路空間、認知空間的作戰，我想宣傳是非常重要的。 |
