吳委員思瑤：抱歉，那我就教於張廖次長，我說這個會期立法院完成了兒少托育專法，我要非常謝謝林月琴委員發揮他的兒少社福專業，協助我們讓法律有一個專法，把過去在制度銜接失靈的部分，也就是將衛福部轄管的未滿3歲到教育部轄管的2到6歲相關制度整合能夠完整，所以這是一個很大的跨越。但是即便如此，還是有一些問題，我看到今天有7個案子，針對教保服務人員條例的修法，我基本上是同意教育部的立場，多數還是要跟幼教法一起來參照整合，或者是有的行政命令已經完備了，關於這些部分，基本上我個人的立場是支持你們的，和教育部的看法相同。 |

我服務的選區是臺北市，非常遺憾今天臺北市已經成為兒少的煉獄了嗎？今天又發生一個10歲女童長期遭到性猥褻，至今已經240天仍未安置，市府都不聞不問，整個臺北市的兒少保護已經癱瘓了。雖然這個案子是發生在孩童的家裡，但學校也應當是一個示警的管道，或是提供保護關懷的管道。我在整理今天質詢資訊的時候，發現臺北市這4年發生了8起重大兒虐案件，已知的受害幼兒已經有115名，當中有618次的不當對待及管教，這跟教育部也有關係，因為我整理出的8案裡面，有7案都是發生在幼兒園，也就是幼教法要管轄的範圍。當然這是地方政府第一線要好好的處理面對，而不是一再的講不聽、一再的甩鍋中央，但中央畢竟還是有監督之責。在這8個案件裡頭，有7個發生在幼兒園，最著名的是夏莉絲幼兒園，還拿市長的簽名感謝信來做活廣告，當然之前培諾米達幼兒園毛姓加害者的案件也是傳得沸沸揚揚。 |
