邱委員鎮軍：現在受影響的有多少家？總統府過去每年的中秋送禮，從政府目前公開的資料來看，106年3家；107年3家；108年是0家，沒有半家；109年也是3家；110年3家；111年最多，有8家；112年又沒有了，0家；113年3家；114年6家，過去大概就是3到6家，最多8家，怎麼今年突然變成37家了？如果總統府真的一次向37家採購，我當然支持擴大照顧服務啊！但是請把採購資料拿出來，這37家各買多少？每筆是多少錢？是一起規劃還是拆成37筆分別採購？如果本來就是同一個總統府中秋禮盒的採購需求，是不是刻意拆成多筆小額採購？如果是這樣，就要進一步說明，有沒有涉及採購法上意圖規避採購法而分批辦理的問題。而且總統府過去幾年的訂單重複性非常高，馬利亞體系得標5個年度；愛肯樂活工場4個年度；香園、糕菲、伊甸各3個年度；中外、唐氏症基金會、善愛、小愉兒各兩個年度，其中一個基金會的常務監察員是我們民進黨不分區立委，這樣有沒有長期排擠到其他上百家弱勢朋友、廠商的生存權益？ |
