黃委員建賓：對，這個就是本席要提到的，部長，我今天剛開始的引言是有點在開玩笑，其實我們最想要表達、最想要問的是，臺日關係這件事情眾所周知，日本一直是臺灣最重要的民主夥伴之一，也是臺灣人民感情最深厚的友邦之一，這麼多年來，不管是賑災互助也好、防疫合作也好、國會交流也好，還是地方往來也好，都是靠著長時間累積的互信所建立起來的關係，但是這陣子卻出現一些讓人很擔憂的訊息，前陣子行政院長不是到日本東京去看WBC賽事，引發外界高度的議論，我想問題不是出在去看棒球這件事，外界質疑的是，在赴日之前，我們是不是有充分的跟日本方面完成必要的協調，以及是不是有充分的尊重日方相關的安排？還是只是因為一股熱情、熱血就衝到日本去了？如果事前沒有做好溝通的話，會造成對方的困擾，是不是等於把我們多年累積的外交默契拿去冒險？部長，外交不是比高調，彼此的默契跟尊重才是重要的。很多外交的工作其實你看不見，也不能說破，很多安排不是不能做，而是要在適當的時間用適當的方式來完成它，如果一個環節沒有做好，可能會影響到雙方多年建立的默契跟信任。 |

林部長佳龍：確實同意，其實臺灣的外交空間是有的，但是必須要很妥善的處理，避免意外。像我出訪，很多是事後才報導，也是基於大家的默契、共識，看怎麼樣去處理好，有時候會有一些意外發生，可能有時候就不是我們當事人的意思，結果有一些外面的報導或什麼的，這個時候怎麼共同來把它處理好？這個事後也是很重要的，因為有一些會造成誤會。 |
