林委員岱樺：（22時13分）針對財政收支劃分法，本席在這裡提出幾項意見，希望能夠再引起國民黨跟民眾黨的重視。第一個，財政收支劃分法應該要重視水平跟垂直分配的公平性，修法是需要有共識的，避免加劇22縣市的城鄉差距，產生新的不公平現象。雙北已經是我中央部會的所在，資源集中，地方稅收是充裕的，卻又享有分配的優勢，不應採對新北市最有利的人口數指標67%及臺北市固定額外匡列3%，而未考量高雄面積大更需要建設經費及承擔石化重工業所付出的代價，所以本席認為在修法當中一定要考量22縣市的財政需求。就以高雄市來講，我們希望這樣的財政收支劃分法應該納入三大指標：第一個是碳負擔。高雄市的溫室氣體排放量占20，長期肩負國家政策發展重工業及石化產業，發電量是占台電全國總購發電量的20%，為促進國家經濟發展及稅收而承受了碳負擔的代價，建議應該要將碳負擔納入分配指標，作為改善環境的財源。 |
