黃委員仁：你好。我的問題很簡單，就是有關於產攜專班，3加4的產學攜手合作僑生專班，這是從2014年起僑委會聯合教育部推出的計畫，對象是16到22歲，擁有東南亞7國身分證的僑生，只要先在當地我國駐外的機構考試通過之後，通過初階的華語能力測試就可以申請了，來臺就讀高職期間，註冊費由我國全額的補助，這些人畢業後可直接去科技大學就讀。關於這個問題，我想請教一下委員長，有關於產攜專班的目的為何？能夠在這個地方學用合一，接連中華民國，本席同意當初設置產攜專班的良善初衷，尤其是臺灣少子化的問題越來越嚴重，對僑生而言，能夠在臺灣優質的技職教育環境中學習，對僑務來說，則能提高僑青對我國的一個凝聚力。但是現在我們慢慢發覺到它是有點變質，而且他們會借用這個產攜專班來臺灣工作，甚至不願意讀書，借用這個名稱後就在臺灣裡面就業、就職，這個問題將來、以後如何導正？請你回答一下，好不好？ |

徐委員長佳青：謝謝黃委員的提示。確實，委員的觀察，我也有同樣的一些觀察，早期因為學生的年齡我們並沒有設限，所以來臺就讀的學生年紀偏大，他們確實是經濟動機強於技術或者是學位的學習。因此，在今年開始，我們就設定來臺讀書3加4的年齡必須在22歲以下，這樣子的話，在他們比較年輕的時候，他們比較能夠專心去學習，而且我們也保障他們在學校的學習上面，進一步提升華語的教學，針對部分原來程度不是那麼強的學生，我們在今年開始提出一些修正方案，讓他們的學習動機跟學習能力都有所提升，這樣子的話，他們在產學合作、企業端的實習，也會比較有實質的收穫，所以委員關心的這個點，我們也確實是一樣的關心。所以第一個，我們就是要改善讓學生有心學習；第二個，我們要提升老師的教學品質，所以今年我們已經找了技高端，也就是大專院校的科技大學，以及技高的這些高職、技術型高職學校的教師、主任及校長來開會，就是希望提供他們一個新的計畫案，包括在華語的師資上面，我們要給他們重新培訓，讓他們用雙語教材來教這些各國的學生。有些國家的學生，像馬來西亞或是泰北地區，或是緬甸，他們早期有唸過我們僑校的，因為華語程度好，我們就讓他們在語言選修上換成是英文，這樣子的話，大家在學習時才不會說層次不一樣，因為參差不齊在同一班老師會很難教，或者學生覺得他就沒有興趣了。從明年開始，我們就會做這樣的分流處理，教師的部分，我們也會提供誘因培養他們，讓他們在教學的熱忱跟教學的方法上，都能夠有所精進，來提升我們學生的程度。 |
