麥委員玉珍：好，主委好。要請教一下，因為我們在臺灣新住民，剛才有很多人就關心我們新住民跟移工，但是我們現在新住民在臺灣已經60萬人…… |

麥委員玉珍：加上我們的新二代、移工，還有僑生，廣義的新住民總數將近200萬人，顯示新住民是臺灣社會重要的一分子。但是行政院卻沒有一個統籌新住民事務的部會，所以新住民的業務會落在各部會。比如說就是簽證要到外交部，還有取得國籍居留要到移民署，還有就是職業訓練就要勞動部。而我們在總質詢的時候，行政院院長有說定期跨部會召開會議，但是這樣沒有要特別建立一個機構。但依據我們內政部每5年一次的調查，107年就有調查報告說，新住民需要照顧需求，要設立一個專屬的機構，是排第2，代表臺灣新住民期望有一個專屬的機構來去整合各方的資源。 |

隨著新住民越來越多，在社會變遷，所以相關的政策需要與時間，目前都有這樣子的需要。而且我們常講的，臺灣是民主自由的燈塔，應該是更重視新住民的權利，而不是用一句話，就是說「部會已經滿了」來應付我們。所以我想問負責組織調整及綜合規劃的國發會有什麼看法，請主委回答。 |

龔主任委員明鑫：報告委員，我想法律上的限制的確是現實是如此啦！所以現在先以會報的形式，新住民的會報形式，每半年召開一次，看看統合新住民有什麼樣的相關政策，需不需要做一些改進來做一些討論。那是不是要成立一個機關，我想這個就牽動到整個行政院的組織調整，它所牽涉的事情就比較多啦！ |

我想委員的想法，我們也會轉陳行政院，後續如果組織調整，看能不能一併來思考這個部分。我非常同意新住民在臺灣的人數也越來越多，尤其是二代，也是臺灣非常重要的中堅力量。怎麼樣讓新住民跟臺灣更好的融合或是更好的發展，這個事我完全贊成。 |
