洪委員毓祥：（13時19分）主席、各位同仁，還有各位關心國防自主無人載具發展條例的朋友們。民眾黨黨團絕對支持以國防自主來發展無人載具產業，但在這件事情上，我們絕對不是把它當成一次的採購，而是一個如何透過國防需求的力量，讓我們無人載具的產業可以自主升級。過去我們推動產業的情況有幾個特色：第一，絕對要設置產業發展戰略的特別委員會。基本上，這絕對不像民進黨莊瑞雄所說的我們在引進什麼危害委員、危害資安，這是針對我們國防自主要怎麼自製化、研發比例，以達成不管是軍用、商用的策略發展，避免各個部會多頭馬車，沒有辦法做出有效的系統整合。 |

另外在國家級的發展綱領方面，我們也認為政府應該把它訂定出來，把技術的路徑、國產化的目標、水域、空域等等測試場域，以及很重要的可信任供應鏈、外銷的策略、預算的效益都要講清楚，並且能夠形成一個長期的產業政策。 |

第三，我們也希望支持透過獎勵措施扶植真正有技術、有能力、有產能的優秀廠商，但是對於想要用虛偽資料詐領補助、獎勵投資或政府採購的廠商，我們也必須撤銷其資格並依法處罰。過去像航見科技、創未來等等無人載具相關公司的弊案，我們希望在這次的條例當中進行嚇阻。 |

最後在可信任的供應鏈認證方面，也務必做到不只是機體，包含飛控、資料鏈、通訊、軟體、韌體、雲端，甚至是維修服務都必須適當地分級，同時也要能夠接軌國際的認證標準，例如美國Blue UAS的軍規或Green UAS的分級認證，才能維持我們產業的良性競爭。 |

最後我要說明的是，這是一般的條例，我們堅決反對用特別預算，而應該用公務預算穩定挹注無人機的產業。也就是希望回到年度總預算接受立法院的逐年審查，不能夠變成空白授權，把我們的無人載具、無人機變成提款機。同時我們也反對像國民黨的版本把預算金額直接寫在這邊，這可能也有違預算法的規範，所以我們希望支持民眾黨的版本，謝謝。 |
