蔡委員易餘：我接下來要問這幾天雲嘉南的洪水問題，這跟下大雨有關，但是我還是要請教次長，現在總預算通過了，不過因為之前今年度的總預算卡住，導致我們很多重要的治水工程都多多少少因此延宕了，這個延宕事實上讓我們很煩惱。這一次下豪大雨，甚至在禮拜一晚上竟然直接在我們嘉義布袋的外海形成了TD24的熱帶性低氣壓，這也是前所未見，因為它已經到達臨界點而快要變成一個小型輕度颱風了，直接在我們臺灣海峽的外海形成，所以造成大雨，從臺南、高雄、屏東到我們嘉義其實都很嚴重，所以我們現在真的還是會回過頭去關注這個重要的問題。在去年丹娜絲颱風之後，我們有多次會勘，包括嘉義水上的南靖大排，南靖大排是從水上、經過空軍第四聯隊然後接到鹿草，就是南靖大排這整段的排水以及六腳大排。對六腳大排，我們是從下游開始往上施作，目前大概只施作到六腳段，未來還有新港段，這兩段排水的治理可能起碼都需要一、二十億以上的預算，我們之前說六腳大排要分6年來施作，今年也已經第三年了，看起來今年幾乎沒有進度，可能是因為總預算一直拖到8月，我們在當時對鄉親承諾6年要完成六腳大排的整治，今年就慢了一年，我擔心明年有辦法嗎？在今年總預算通過之後迅速核定六腳大排的預算，然後讓它可以繼續往上游推進，趕快進到新港段，這整個都是急迫需要治理的。我想請教次長，今年整個進度已經拖到了，你未來要怎麼去進行這件事情，讓我們可以履行我們對鄉親的承諾呢？ |

蔡委員易餘：好。我接下來再問另外一個問題，一樣是因為總預算已經通過了，我整個年度一直在追、可是都卡在總預算沒辦法問的問題，次長應該也知道，就是現在很要緊的亞創二館有關無人機的發展。我們也知道亞創中心是未來測試、研發的中心，目前無人機的亞創一館已經進駐了五十幾家企業，空間完全不足，所以我們需要亞創二館，甚至亞創二館裡面還有規劃測試跑道，所以要加上二館，才會變成完整的無人機研發測試中心。亞創二館的預算之前還差11.34億，當時說因為卡在總預算，所以你們沒有辦法核定，現在總預算通過了，亞創二館的計畫可以核定了嗎？ |

蔡委員易餘：我們嘉義這邊如果是整個無人機的研發、甚至民雄航太基地會是未來的生產中心的話，未來哪裡要作為無人機試飛、試航的場域就很重要。次長，我們之前建議布袋商港的南堤有超過70公頃的面積，我們也知道布袋商港的南堤距離澎湖最近，從布袋港到龍門港是臺灣跟澎湖最近的，如果無人機、無人船的概念可以從這邊出發，直接到澎湖的港口去做兩個地方的對接的話，事實上過去都認為這是最好的測試情境空間。這一塊當然也要交通部評估是否可行，但是我覺得既然無人機634億的預算通過了，對於打造無人機國家隊來說，測試非常重要，試飛、試航的空間很重要，是不是這一塊也可以快一點做現場的會勘，最後來看怎麼落實呢？ |
