洪委員毓祥：何次長，我有看完你們的報告，根據你們的報告，臺灣大概有171.6萬家中小微企業，占全部企業的98.9%，提供將近920萬個工作機會，當然，還有一萬五千多家新創事業。報告中又提到中小微新創企業的五個困境，包括全球供應鏈重組、地緣政治、數位與淨零轉型、人才缺口和技術快速演進。根據你們的報告，以及我們找到的「中小企業營運觀測調查」，這是中企署辦理的；另外一個是資誠（PwC）協同數產署辦理的「2022臺灣中小企業數位轉型現況與需求調查」，講的內容大概就是租稅減免、金融支持、節能設備的汰換補助等，另外，企業真正碰到的就是經費不足、缺乏數位技能等等，這些跟你們報告裡寫的五大困境，有些可能對得起來，比如數位部分，可能就對到數發部數產署的數位轉型，當然，你們自己也有百工百業的數位轉型；另外，人才缺口也大概有，但我的問題是，在這裡所碰到的所有問題，到底你們每年或什麼時候會做多少樣的調查？這部分是不是請次長回答？ |

洪委員毓祥：好，我現在的問題是，第一，政府每次在做政策計畫的時候，應該先花多一點資源去了解問題形成的原因。第二，建議政府定期面對面跟這些中小微企業接觸，同時我也希望你們可以把每年的大概情形告訴我們，比如現在要審116年的預算，你們大概要接觸多少中小微企業、類型是什麼？每次調查完之後要把問題歸納，然後追蹤，當然，有一些可以委託MIC或工研院等去調查，我是覺得要先了解問題，這樣你的對策才有辦法下去。這就延續到下個問題，就是當你把問題了解清楚之後，才有辦法開藥方；開完藥方後，我現在的問題是，為什麼我禮拜一辦公聽會？譬如現在有不同的企業，就像你們講的，有微型企業、小型、中型，還有新創。口號都喊得很好啦，要健身、要壯大、要升級、要拔尖，這些都是形容詞。然後你剛剛又說有這幾個問題，所以你的藥方政策到底會怎麼開？你的KPI這些到底會怎麼設計？次長，不曉得你們目前做到什麼地步了？ |

何次長晉滄：跟委員報告，其實我們在114年就推出中小微企業多元振興方案，數位轉型、淨零轉型或通路布建其實是整個方案的重點。這次總統提出來的，其實跟委員看到的很類似，亦即是不是要加大，而且要加深輔導的內涵？所以我們把群聚共榮，包括商圈、市場、夜市都放進來，最重要的就是新創拔尖，因為新創就是改變未來臺灣經濟很重要的一個…… |

洪委員毓祥：我希望你交一個這樣的報告，可以找中企署，或是你們一起做。針對這個東西，假設我們把它稱之為矩陣圖，每一個東西配合你前面調查到的最主要的問題，我們想要解決的，因為我們不可能就每一個問題都去解決嘛，所以針對最重要的問題，你要說明開出這個對策下去後會是什麼，這一整個政策的施政藍圖才會出來，但我們現在都看不到，這也是我們為什麼一直在講到底……我現在看到的都是一個、一個的政策，見樹不見林，做下去之後也不曉得那個成果會是什麼。這是老問題了，十幾、二十年來都是這個樣子，所以我希望你們用比較創新的格局與做法。 |

再來就是數字的部分，你們的數字常常都兜不起來，114年計畫啟動，行政院的新聞公告指出，114年度投入116億，卓院長今年又公開說114年投入103億，這中間就差了13億。然後115年又說投入109億，116年你們送進來的預算正式報告告訴我們，每年有250億的資源，但行政院又說未來8年要加碼投入1,000億，所以114年你們到底是投入116億還是103億？ |
