陳委員亭妃：次長好。次長，這幾天南部真的是下了很大的雨，我也知道你們次長分別有不一樣的主導項目，所以賴次長大概都在南部地方來了解這一次這樣的即時雨，到底要做哪些緊急應變。尤其馬上面對的是這個禮拜，我們期待它遠離，但是不論我們怎麼樣地集氣祈禱，還是要做萬全的準備，面對週四、週五、週六、週日來臨……本來是說週六跟週日，現在有可能會提早，在這樣的前提之下，說真的，我們一定要再做好更萬全的準備。 |

我們也感謝在這段時間，不論是賴次長或是國土署、水利署，都親自到我們臺南的地方去了解。賴清德總統昨天也親自到臺南去看，可以說幾乎這幾天掛在媒體上面的狀況，就是仁德、永康，因為這幾天下雨，這幾個地方幾乎都會淹水。其實看在我們自己身為臺南人的眼裡，真的內心有很多衝擊，可是我們必須說，如果沒有前面賴市長、黃市長他們所做的這些包括抽水站、箱涵、排水系統，依照這三天的狀況，累積雨量沒有輸莫拉克，如果在這樣的前提之下，依過去莫拉克的淹水面積來看，我們瞬間縮小了。 |

淹水，我們就要趕快去思考要怎麼再加強，我也一直說我們一定要進入另一個所謂區域治水的階段。大家記得過去小時候我們走到哪裡，旁邊可能有田園、可能有魚塭、可能有空地，但是現在已經不是了，現今我們走出去都是高樓大廈、水泥地，過去那些可以幫忙裝水的情景，現在已經都不行了，反而是變成要怎麼把水匯入整個集水區，能夠進入抽水系統，這個是現在不一樣的。所以我覺得當我們在談治水，我們會嚴陣以待，並且無止境，並不是說前面花的都沒用，其實我們在南部地方聽到過去花的錢都沒用，不是沒用，有用！如果沒有前面花的治水預算，我相信南部會淹得更嚴重，因為南部地方過去太多田地、太多魚塭、太多空地，可是現在的發展全部都往上提。 |

因此，我必須說，我們要加強的是一些關鍵，而且是瓶頸路段，我們做了這麼多，可是就差在這個瓶頸，如果我們多一點幫忙、多一些可以裝水的地方，面對即時雨、面對瞬間的雨量，我相信我們可以在短時間內幫助民眾，讓民眾安心。 |

這些是這幾天以來我們所想到且已經提出的，昨天賴總統也直接拜託水利署與國土署趕快來幫忙。這幾天我們一直想了解為什麼？三爺溪在6月份差點溢堤，我們發現問題在於堤防不夠高，也就是容量不夠了，於是加高了30公分。這30公分有沒有幫助？有！在尚無預算、只能緊急搶救的狀況下，加高了30公分，不過這次三爺溪還是差一點點！即便加高30公分，還是差一點點！但你想一想，如果沒有加高這30公分是不是就溢堤了？這部分後續還需要9,500萬，因為那是緊急的，後續要繼續延伸，再加高30公分的9,500萬，如果再加上周邊包括虎尾寮水資中心在內的話。 |

這次仁德高速公路交流道及萬代橋一帶都淹水，文心路也淹水，也讓我們發現不幫這邊加做抽水站是不行的！所以希望能在虎尾寮水資中心側車道增加抽水機組。至於高公局下面，也就是虎尾寮水資中心對面，目前裝了兩臺臨時抽水機，但是還不夠。有沒有發揮作用？有，有發揮作用，所以我們認為這邊要做檢測。一旦這邊可以裝設永久性沉水式抽水機、抽水站的話，那就要向高公局借這塊土地了。當天次長有拜託水利局儘快評估，如果就差那一點點的話，我覺得現在應該要馬上處理。再來，現在外水的量有加大，如果內水要抽出去的話，一定要增加箱涵及前池的量，好容納更多可以抽出的水。其實我們也在積極尋找可以設置設抽水機、抽水站的地點，好把內水抽到外水去，這些我們都在積極在了解。 |

還有就是永康大灣的問題。因為三爺溪跟大灣屬同一個流域，而且大灣也會淹水，所以我們現在正在尋找如何容納這些水的方法。我想大灣、崑大路前面這條箱涵一定要做，需要1.5億，我們也拜託崑大即崑山科技大學幫忙。真的很感謝學校願意提供一塊兩千坪的土地，之前學校用來作為網球場、牛棚及機車停車場使用，現在學校願意提供出來，如此，我們就必須創造出雙贏的局面，也就是當學校提供土地作為滯洪池後，我們就要還給人家現在正在使用的功能。總不能滯洪池興建後，後續就任其自生自滅吧？不可能！所以一定要興建一個多功能的立體建物，底下由市政府使用，上面給學校，而且還要做好做滿還給人家。你知道大灣兩千坪的土地要多少錢嗎？現在學校願意提供，這讓我昨天好像吃了一顆定心丸，尤其這幾天我們都在了解大灣到底哪裡可以增加容水、治水空間時，學校願意提供這塊土地出來。此外，大灣的防汛道路下要做箱涵，以增加容水量。 |

我現在講的都是一定要做的，以應付瞬間的雨量、即時雨，現在問題在於極端氣候，大家說不要怪極端氣候，我告訴你，會說這句話的人就是沒有在看整個天氣變化和我們所有的地方建設與治水過程。會講這句話的人就是沒有在這個區塊一路陪伴大家走到今天！莫拉克（八八風災）那次最嚴重，一路到現在，每個環節、每次臺南淹水，都有看到陳亭妃，所以我非常瞭解淹水的狀況。 |

我再跟次長說，我從小就住在會淹水的地方，只要半夜一淹水，爸爸媽媽就會說：快一點，搬沙發、搬電視、搬家具！我一直跟自己說不要受小時候的陰影影響，要能夠幫大家解決問題，所以過去只要一淹水，我一定第一時間跑到現場。為什麼？大家說：你第一時間跑到現場會被人家罵。我說：被罵才會成長。要讓民眾瞭解現在的狀況還有水的流向，淹水的第一時間才會知道它的流向和水的狀態，那是第一時間的經驗，民眾的罵聲則是給你第二個經驗，因為從昨天淹到現在，他們很清楚整個狀況。所以我認為這都是我們這幾天所看到的嚴重的狀態，而且是必須要做的。 |

昨天賴總統說會全力支持，我也希望真的在現階段，我們臺南亟需處理到位，不要因為別人、不要因為政治立場不一樣，或是因為現在開始要選舉了，有一些政治口水。我們前面已經看到成果了，我必須說，如果沒有前面做的那些，臺南會淹得更嚴重、面積更大，然後再加上前階段，我也在這邊講過，就是6月份安南區那次淹水很嚴重，我們已經有編入預算了。水利署的預算，然後所有都編入了，所以我們現在是準備要怎麼把它趕快到位，等這個汛期過了，我們趕快做，而且不能停，如何在明年汛期之前讓大家看到一些成效，這是我們要做的，也是我們要對人民許下的承諾。 |

所以我利用今天質詢的機會來說明，這幾天我們都在地方，看到那麼多淹水的狀況，雖然整個淹水面積比過去的八八風災減少非常、非常多，我必須這麼說，可是看到民眾遭受淹水之苦，我們心裡就很難過，最好是能讓民眾居住安心，聽到雨聲不用煩惱。連續三天，我們晚上都無法入眠，聽到雨聲，我們就開始跟水利署還有次長聯絡，次長說我好像是鬧鐘，一聽到我打電話，就知道我們臺南又有什麼地方大淹水了。我比氣象預報還準，我禮拜一當天凌晨5點打給他，那時剛好整個滿潮，而且是最嚴重的時候，所以他下午就來看了。 |
