應該先跟運動部講，因為嘉義本身對於運動選手就少了一個完整照顧的體系，也就是因為嘉義的運動教練員額是短缺的，在運動科學上包括安全的防護、科學的建立，基本上也還不足，尤其在「教育部補助地方政府主管之各級學校聘任專任運動教練巡迴服務實施要點」裡也規定，體育班總班級數必須要達到6班以上，學校才能夠聘任一位巡迴教練。 |

現在運動部有一個百億的優化計畫，運動部跟國發會正在爭取中，我們嘉義縣水上的全民運動館啟用之後的效果是不錯的，我也認為嘉義有一個特色，就是我們去中心化，意思你們也知道，因為嘉義市因為有二十幾萬的人口所以獨立，我們嘉義縣少了嘉義市一個人口集中的地區，其他人口就是散布在各鄉鎮，各鄉鎮大概人口數不會落差太多，太保跟朴子都四萬多，中埔也四萬多，民雄七萬多，使得我們對於運動的需求，也沒辦法集中說單一個鄉鎮有一個運動館就夠了，所以你看不管是太保、朴子或中埔，人口都很多，但是都沒有運動場館，所以我們嘉義縣在做這些運動場館的配置時，事實上相對於其他人口集中的地方會更辛苦。 |

跟委員回報一下，的確在過去的概念當中，我們是希望行政區有7萬以上的人口再來申請，但是我們也體認到，人口比較少的地區也應該有獲得運動場館去做運動的權利跟機會，因此我們現在改變了，把場館的選址條件定為15分鐘之內可以到達的臨近的兩到三個行政區的人口加起來如果達到7萬人，更重要的是能夠方便去執行，只要地方政府可以選擇合適的土地，我們就可以透過這樣的方式來申請優化運動環境的計畫。 |
