游主任委員盈隆：陳朝建副主委因為這樣抑鬱寡歡，到今天為止，國家培育的一個陽光燦爛的政務人才，現在可能抑鬱寡歡而死，你有看到他再出現公共場合嗎？沒有，他一定覺得他很冤枉。沒錯！他可能覺得很自責，他很自責怎麼會發生這種事情、發生在他身上，可是我們平心靜氣地去講、客觀地去分析，那是唯一的原因嗎？中選會是唯一造成那樣結果的原因嗎？我舉一個例子，不敢占用您太多時間，巴威颱風這麼強大的颱風，很好，沒有上岸，但是如果登陸北臺灣，您覺得會發生什麼事情？整個面目全非，整個北臺灣可能會被摧毀，人不能勝天，當大自然那麼巨大的力量來的時候，我們怎麼樣去抗拒？所以2018年是百年一遇的一個災難，可能往後也不會再出現十個民間自己投票，然後推出十個公投案，大概也不會再發生，但是我們要從中汲取教訓，謝謝委員。 |

許委員忠信：主委，這個我知道，所以現在我粗淺的想到，閱讀公投票的時間是在排隊時，讓他閱讀；還是他排隊領到票以後再來閱讀？這很重要，這一點請主委注意。第二點，我們法律並沒有規定公投一定要跟地方選舉在一個投票房間之內，所以它要同時來進行，如果我們把它擺在同一個地域，前後來進行，先投地方選票，再來投公投；開票也一樣，也就是地方選舉先開票，公投票之後再來開，就不會因為搭配的公投去影響我們主要地方選舉的目的，這是我個人粗淺從2018年歸納出來的看法。主委剛才有提到，我們這樣一個公投搭配地方選舉，有可能會有負面，但是它也有正面的，將來是不是我們也可以像美國這樣有電子化來進行？ |
