林委員憶君：（9時9分）院長、各位同仁。針對近年來國軍志願役人力缺額尚未完全的貼補，人數逐漸降低，顯示志願役人員短缺的問題非常嚴重，加上有眾多戰鬥部隊編現比不及八成，均恐不利新式武器裝備籌獲後專業操作人員之培訓與長留久用。此外，我們也發現國軍的編現比更是每況愈下，未能達到理想的水準，根據統計，國軍的編現比從2020年開始逐年下降，從88.57%一路降到2024年的78.6%，造成實際服役人員的不足、任務輪替的困難，少數人員更是超時服勤，導致軍人過度的疲勞與戰備的鬆弛，讓單位無法完成整個編組，進而影響作戰演練與整個合作的效能。顯見國軍人力不足，已經嚴重導致官兵的負擔過重，更是影響整個戰備運作與戰力的維持，急需提高軍職的待遇，以吸引留任優秀人才。當前臺灣軍隊的戰力漏洞已經達到非常危機的程度，第一線實戰的部隊嚴重缺人，國軍的後備動員系統整個鬆散，隨著中國對臺的軍事威脅加劇，兩岸情勢日益嚴峻，臺灣一旦無可用之兵，該如何保衛國土，所以台灣民眾黨提出本次的軍人待遇條例第五條，希望從立法源頭，將志願役從基層的軍官、士官到將官的加給全部法制化，針對志願役加給，對志願投入軍旅者，將官每月新臺幣1萬3,000元、上校及中校每月1萬8,000元、少校及以下每月2萬5,000元的加給，希望透過提高各類加給與薪資，來增強國軍部隊尤其是戰鬥部隊人員的穩定性。但為了兼顧法制化，台灣民眾黨另外提案提出附帶決議，要求國防部將過去依照軍人待遇條例第五條的勤務加給內屬於志願役加給性質的加給，於本次修正實施後廢除，以避免重複給予。軍人為人民犧牲，民眾做軍人後盾，謝謝。 |
