第11屆第3會期第12次會議（事由：一、討論事項：本院國民黨黨團，有鑑於近日美國總統川普提名的準國防部次長柯伯吉（Elbridge Colby）就有關防衛台灣問題，表示台灣的國防預算應該接近GDP的10%。國防軍備預算如占GDP10%大約2.6兆元，幾乎是我國中央政府一年的歲出，是否會對我國財政造成重大衝擊並產生排擠效應？對我國整體施政可能造成什麼影響？國防安全能確實獲得保障嗎？種種問題均攸關重大，賴清德政府應清楚向國人交代。國防軍備預算提高為GDP10%茲事體大，國人憂心國防預算提高甚至危及國安，爰此，建請院會作成決議：「儘速邀請行政院院長率同國防部部長及相關部會首長就『國防軍備預算提高為GDP 10％對我國可能造成之影響』乙案進行專案報告，以安民心並釋群疑。」是否有當？請公決案等16案。二、5月16日上午9時至10時為國是論壇時間。三、5月20日下午5時至6時為處理臨時提案時間。） |
