麥委員玉珍：（9時4分）院長、各位親愛的家人，大家早安。健保是健康有能力的人繳交健康保險費用，讓健康不佳、有需要的人來使用，但是依據現行規定，雙標政府一國兩制，例如同時入境，一個是來臺工作，一個是婚姻來臺，但是身分標準差異很大，工作來臺馬上可以申請居留權及勞健保，婚姻來臺後還要觀察，適用六個月後才能取得居留權及加入全民健康保險，對新住民的家庭、人權及公平制度何在？在這段時間內，他們若生病或發生意外，沒有身分、沒有健保，只能自費醫療，這不僅影響個人的健康，更加重了整個家庭的壓力及經濟負擔。如果他們是我們的子女，遠嫁他鄉，因為政府的制度，你願意讓你的子女在六個月內無人權、無尊嚴、無醫療權益，甚至有可能被遣送出境嗎？只因為你不適用。臺灣是民主、有人權的國家，我們強調的是平等，但是制度卻讓新住民成為健保的邊緣人。新住民並非社會的負擔，他們與本國國民組成家庭、撫養子女、貢獻社會，是臺灣未來的主人翁之母。玉珍現在在這邊呼籲大家，他們並非受歧視的外人，我們要呼籲政府儘快修法，讓新住民在臺能立即申請居留權、加入健保，保障他們的基本居留權益及醫療權益，讓我們一起努力消除歧視、友善臺灣，讓新住民成為世界接軌的橋梁，一起推動臺灣經濟，讓人民過更好的生活，臺灣加油！新住民加油！謝謝大家。 |
