三、5月31日上午9時至10時為國是論壇時間。

高金委員素梅：（15時15分）大家好。此時此刻我的心情還有場景回到了8年前，我要特別聲明，原住民並不需要特別照顧，我們要的是公平正義。今天的禁伐補償條例是依據憲法保障人民私有土地被政府政策限制之後的補償。民進黨說一定要有行政院版才會有預算，我在立法院這22年來，從來沒有聽過這麼荒謬的說法，法案本來就可以由立法委員自提，不管是立法委員自提的法案或者是行政院提案的法案，只要是立法院三讀通過，行政院就必須要依法行政、依法編列預算。很遺憾的是，民進黨團在我們院長主持的協商當中最後並沒有簽字，還說這是違反憲法。 |

我剛剛說過，今天的禁伐補償是原住民族的私有土地因為政府的政策而被限制了它的使用，所以依照憲法，依照立法委員的提案，本來就可以要求政府來補償原住民的損失，更何況必須要有7成的覆蓋率才可以得到一公頃3萬塊的補償。8年前在這裡三讀通過之後，民進黨馬上說這是錢坑法案；8年後當我們要在這裡表決的時候，民進黨的柯總召又說這是違反憲法。我要請問一下，如果違反憲法，這8年來，民進黨的原民會或者是小英總統到我們原住民部落都說這是小英總統的德政，請問這8年來民進黨不就公然違法了嗎？所以不要在這裡用違反憲法這樣的字眼來唬弄我們的原住民！ |
