陳委員椒華：（13時26分）院長、各位同仁。今天立法院三讀通過的所得稅法第十七條，其中關於提高幼兒學前特別扣除額，並將年齡上限推及至學齡前6歲的部分，此項修法是攸關減輕國人的養育經濟壓力以提供幼兒更好的生長環境，時力也提出相關的修法提案並與各黨團共同達成修法的目標。我們知道2012年定出的幼兒學前特別扣除額是12萬元，除了已經無法完全包括幼托的費用，最高年齡才5歲以下，也早已不符合小朋友就學的實際狀況，因此時力期望透過今天的修法，可以有機會紓解家庭生兒育女壓力來解決少子化的問題，也希望未來國家的主人翁可以有一個安心、放心的生活環境。 |

另外，剛剛三讀通過的所得稅法第十七條關於將房屋租金支出改列為特別扣除額，時代力量也提出修法提案，就是希望協助國人能有長期穩定的租屋條件還有能力，並進而促進租屋市場資訊更透明、更多量，所以我們看到目前主計總處的統計，最新的租金指數年增率已經到2.01%，已經連25個月上漲，所以我們現在的租金補貼不應該只是透過治標不治本的短期租金政策，因此時力與各黨團一起推動將房屋租金支出改列為特別扣除額來提高數額，就是為了透過長期穩定的稅務優惠制度，協助國人能有適宜的租屋環境與條件。 |
