陳委員椒華：（12時54分）院長、各位委員大家好。在先前的房屋稅條例第九條中，關於不動產評價委員會的成員規定是包含了當地民意機關代表，然而不管是在直轄市或是在各縣市，皆已包含地方政府不同單位的官員，所以若說要民意代表在委員會內的原因是代表民意，那其實也不重要。 |

此外，房屋評定現值與市價差異之問題應該透過不動產評議委員會來獲得專業與公正的解決，並使長期房屋持有成本過低的狀況能有明顯改善，進而縮小市場炒作空間，所以讓有自用住屋的民眾能夠以合理之價格購得房屋很重要。因此，這一次時力所提出的房屋稅條例第九條修正案，就是將地方民代排除在不動產評價委員會外，增加並改由公正、專業、客觀立場的相關領域專家及團體代表來參與評議，將其中專家學者和民間團體的代表明定不得少於委員總數二分之一，且任一性別委員不得少於委員總數三分之一。 |
